If you are familiar with Japanese language, you may understand “Small TSU(ッ)pronouncing it like swallowing your breath (lol).

“KUSU” means “the sound of smiling” or “elegant laugh” with small “TSU”.

The interesting use, probably linguistically, of the word is that not the person smiling but the third party tends to express the happy emotion or fanny situation of her/his.

For example, a MANGA creator dxpresses his/her hero smiling, “KUSU (plus small ‘TSU'” ) in a speech bubble.

Although Google translates 「クスッ」like “giggle”, “KUSU (TTO)” is warmer, more synpathetic, or even philantholopic reply (lol) as a “Good neighbor (Wao).
